Aubrey A. Stephenson, MBA,
BBA, BA, Founder, President and CEO
Aubrey Stephenson
is the founder and sole shareholder of FMS. Preceding the
founding of FMS in 1990, Mr. Stephenson was retained as an
independent consultant to both private companies and local
government organizations providing various management and
technical services related to accounting and financial analysis,
federal government procurement assistance, audit services,
business management services, and community economic development
services. Prior to becoming an independent consultant, Mr.
Stephenson held a variety of senior positions with various
organizations including V.P. of Finance and Manager of Contracts
for Technical and Management Services Corporation (TAMSCO), a
Washington, D.C. based government contractor and held
management, program, and systems analyst positions with the
national office of the Internal Revenue Service. He has also
held a variety of positions which included management counseling
and training in business management at the Washington, D.C.
office of the U.S. Small Business Administration. Mr.
Stephenson has several academic and professional degrees. He
holds an MBA in business administration and a BBA (Magna Cum
Laude) in Accounting. Additionally, he has completed degrees in
Economics (B.A.), Banking and Finance (AIB), and post graduate
studies in Public Administration.
Bruce Stephenson, Chief Operating Officer
(COO)
Bruce Stephenson has been the main
infrastructure management staff ensuring that FMS’ projects in
facilities management and computer services were adequately
managed and performed. Managing such projects as the mailroom
contracts, training center operations, warehouse management, FMS
Headquarters operations, for many years during the development
of FMS, has been his main responsibility. Mr. Bruce Stephenson
is a graduate of professional computer schools and completed
several years of College and University education at Howard
University. Much of his formal education has been accomplished
on the job serving in many capacities as a store manager, office
manager, contracts administrator and building manager.
Abe Kellizy, Senior
Advisor, Management and Organizational Behavior
Abe Kellizy, Ph.D., has been a senior advisor to
FMS in the area of management and organizational behavior since
1997. Mr. Kellizy is an industry leading professional in
management science, organizational development/change
management, project management, and related disciplines. Prior
to and during his tenure as an advisor to FMS, Mr. Kellizy
provided management performance and financial evaluation for
U.S. government agencies and entities including the U.S. Merit
Systems Protection Board (MSPB) which regulates the entire U.S.
Civil Service. Mr. Kellizy also engaged in other activities
including working as an independent consultant to international
governments, various management teaching positions at
universities both in the U.S. and overseas, as well as various
engineering positions at a variety of oil and gas, and aerospace
companies. Mr. Kellizy received his Ph.D. in Management Science
from Clemson University in 1975, an M.S. in Engineering from
Oklahoma State University in 1969, and a B.S. in Engineering
from Washington State University in 1966.
Keith Calhoun-Senghor,
Legal Counsel
Keith Calhoun-Senghor has been consulting with
FMS since 2000 as the Company’s chief legal counsel on matters
related to government contracting, Federal procurement rules and
regulations, bid protest requirements, including corporate and
business litigation issues and employment law. Mr.
Calhoun-Senghor has held a variety of private and public sector
positions, including serving as general counsel to a number of
technology firms, the Director of the Office of Space Technology
Commercialization at the Department of Commerce, and most
recently the Vice President of international marketing and chief
legal counsel of a biotechnology firm, Edenspace Systems
Corporation. Mr. Calhoun-Senghor holds B.A. from Stanford
University, a J.D. from Harvard Law School, and is a Fulbright
Scholar in East-West relations and international politics.
Frank I. Luncheon, Vice
President, Accounting
Mr. Luncheon presides over all aspects of
financial management and analysis and is responsible for all of
the banking and lender relationships of the Company. Mr.
Luncheon has held numerous of senior accounting, audit, and
tax-advisory positions prior to joining FMS. Mr. Luncheon holds
a B.B.A. from Howard University, an M.S. in Accounting from
Southeastern University, and is a member of the American
Institute of Certified Public Accountants.
Brenda E. Creavalle, Senior Director, Human Resources
Brenda Creavalle brings a vast range of professional
experience by providing strategic and functional leadership to
human resources initiatives and organization development. Prior
to joining FMS, she held several top level managerial positions
including that of Director of Human Resources with the Sheraton
Hotel chain where she spearheaded the operation of both a union
and non-union workforce in Washington DC. Brenda holds a B.S. in
Business Administration from Strayer University and an M.A. in
Public Administration and Human Resources Management from Bowie
State University. She has a strong background in employee
training and development and is a certified “Train-the-Trainer”.
Bud Rubenstein, Director of Government Accounting
Bud Rubenstein manages financial management matters related to
contracts for FMS providing direction and technical support in
the areas of recruitment, staff performance, project management,
and business development. Mr. Rubenstein has more than 30 years
of Federal government experience before joining FMS. During his
Federal government career, he was Director of Financial
Operations at the Immigration and Naturalization Service and the
Chief of Accounting at the Transportation Security
Administration. Mr. Rubenstein holds a B.S. from the University
of Tampa and is a member of the Association of Government
Accountants. Pete
Berges, Chief
Financial Advisor
Pete Berges is an advisor to FMS in all aspects
of finance, accounting, auditing, administration, management,
and strategic planning. Mr. Berges has over 25 years of public
and government contract accounting experience and prior to
joining FMS, was the Vice President of Finance and
Administration of a publicly-held company. He holds a B.S. in
Accounting from the University of Maryland, an M.A. from
Duquesne University, and is a member of the American Institute
of Certified Public Accountants, Maryland Association of
Certified Public Accountants, District of Columbia Institute of
Certified Public Accountants, and the American Board of Forensic
Accounting.
